California apostilles issue from the Secretary of State (Sacramento and Los Angeles offices), and eligibility depends on the signature being authenticated: county-issued vital records must be certified copies with the county clerk or recorder's current signature; notarized documents (like powers of attorney) must be notarized by a California-commissioned notary; and school documents generally need notarization first. Documents that skip these prerequisites bounce — the most common reason DIY apostilles fail.
